We are doing 2024 Tax Return. I have excess contribution to my Roth IRA and my spouse has excess contribution to his IRA, in TurboTax, we followed step by step to report contributions and withdrawal including earnings need to be taxed in the same year. Then the TurboTax provided one 1099- R for my spouse only, I couldn't get my 1099-R, and also the 1099-R is 2024 not 2025's. We couldn't continue to complete our tax return. Please help.

Is the 1099-R you didn't get for 2024 or 2025? You will not get the 2025 until when you do your taxes next year for 2025.
To confirm, both you and your spouse made an excess Roth IRA contributions for 2024 in 2024 and requested the withdrawal of excess contributions plus earnings.
If you want to report it now then you will add one Form 1099-R for you and on Form 1099-R for your spouse. Make sure you indicated who this form belongs to when TurboTax asks. You can indicate in the follow-up questions that this is a 2025 Form 1099-R.
If you made an excess contribution in 2024 and withdrew the 2024 excess Roth IRA contribution plus earnings in 2025 before the due date, then you will get a 2025 Form 1099-R in 2026 with codes P and J. This 1099-R will have to be included on your 2024 tax return and you have two options:

Please be aware, code P will say in the drop-down menu "Return of contribution taxable in 2023" but you can ignore that since the follow-up question will tell TurboTax that it will be taxable in 2024.
Also make sure you indicate in the IRA contribution interview that you withdrew the excess contribution by the due date:
