I'm getting a message that I have to manually mail in return and include a Form 8162. I only get have one investment (IBM) that generates ordinary dividends. This form has not been required in previous years.

There is no such IRS Form 8162. Which form are you being requested to use?
Sorry. Typo. Form 8621.
IRS Form 8621, Information Return by a Shareholder of a Passive Foreign Investment Company or Qualified Electing Fund
This form is not supported by TurboTax and you should not need this form if you do not own stock (or hold an option to purchase stock) of a foreign corporation
Go back through the Wages & income section and make sure you did Not indicate you own a foreign account. Did you enter a Form 1099-B or a Form 1099-DIV for the dividends you received from IBM? If so, I would delete that form and re-enter since there is no need for the Form 8162 in your situation.
I deleted the form but it didn't help. So I deleted the entire return and started over. I was able to completer the return without getting the same error.
