I am computing estimated tax for 2019 and using TT 2018 since the former is not available. I have done a good job entering 2019 data into TT 2018 Premier and arrive at a tax due figure. When I use the IRS ES-1040 form there is a 30K dollar difference between the tax value in TT versus 1040ES. Is there at way to view the TT TaxTable computation and how it computed its figure?

Sure, in the forms mode, view the 1040 Worksheet and scroll down to the "Tax Smart Worksheet" to see the method used, then refer to the worksheet for that method. (The tax table is only one of many different methods depending on your circumstances.)
