No. You cannot claim a dependent if the dependent is not a U.S. citizen, resident alien, national, or a Canadian or Mexican resident.
It is possible that you’ve provided “support” as required to claim a dependent. Please see the TurboTax Help article What does "financially support another person" mean? for information on that topic.
But, as xmasbaby0 notes above, it doesn’t sound like you can claim this person as a dependent.
Based on the information you’ve provided, it doesn’t seem that you’d meet the other requirements. They generally need to have lived with you half of the year, sometimes a full year, unless some exception applies. See Who can I claim as my dependent? for information on this.
