Do I need to do TurboTax Deluxe to file my 1098-T or can I just use the regular one? is it $40 per state? or first state is free and then any additional state is $40?

Yes, you need to use TurboTax Deluxe in order to report your 1098-T. This will also allow you to claim whatever Education Credits to which you are entitled. State returns are $40 each.
