Turbotax charged me

Turbotax charged me 39$ to file a few months ago and it is confirmed in my bank, i need a refund because i never filed.

The charge is to prepare your return.  There is no charge for online filing or for filing from a downloaded version.  There is nothing to refund if you paid to prepare your return and then failed to file it.  The only charges for filing are for desktop versions of state returns.
