The WIN OS had an update this week ... make sure it is installed and reboot the computer at least twice to make sure they are fully installed ... then try the EXE file again.
The windows update didn't change the non install problem. BUT, the response from Rip in Franklin about the edit of environment variables TEMP and TMP did allow for the proper behavior.
