I resorted to the manual update because "Check for Updates" for my Home & Business download product claims that my installation (2019.41.11.194) is up to date. Attempts on updates prior to the current release, 201.0102, also resulted in "Your software is up to date".
This year, for the first time, there are two, not one, TT entries in my list of installed applications: "TurboTax 2019" and "TurboTax Home & Business 2019". I imagine that you are all seeing this.
I am on Windows 7. I can replicate this behavior on my spouse's Windows 7.
I have not received any technical assistance from TT support. However, I have attempted, to no avail, the following forum suggestions: TT re-installations, Selective startup, TTStateClenanup [sic, and typical of TT goofs], and the forceful uninstall.
The only actions that have been successful are 1) the original installation from the download and 2) adding my state form from within TT.

Since I had performed all of the typical steps suggested for resolving this type of problem, the TT rep pushed me a clean copy of Home & Business. She said that sometimes the download from resellers gets corrupted, and this last-ditch solution has been resolving this type of problem for other customers. She did warn me, however, that because I am running TT on Win7, I will be running into other problems within TT.
After installing the new download and running TTCleanStates.exe (to resolve Error 190), automatic updates continues to erroneously report that my software is up to date. Fortunately, however, I am now able to patch TT with the manual update.

I'm having the same problem too with TT H&B 2019. It hasn't been updating, forms are still pending though released weeks ago by the IRS. I went to download the manual update 2019_240_0101 (currently on 2019.41.11.194), but when I do, I get the same error. The link you provided just says:
