i paid $40 for my state download and now as I'm about to file it asks for another $40 why am I paying twice?

Are you in California and have selected the Premium services bundle which includes paying the TurboTax fees with the federal tax refund?  If so, you can remove the Premium services by using the procedure in this TurboTax support FAQ - https://ttlc.intuit.com/community/downgrading/help/how-do-i-remove-premium-services/00/26266

Did you request and download another state tax program?  If so, the additional state program is $40.

There is currently a $20 e-file charge for each state tax return e-filed.  You can avoid this charge by printing and mailing the tax return.
