Turbo tax wants to transfer last year's taxes to this year and do my taxes now but I have not gotten all of my tax forms yet. Can I do that?

Can they migrate the forms although figures will be different? I don't feel comfortable doing that. My tax forms have not all come yet.

Transferring means that some of your 2019 date will move onto the 2020 return---your personal information, the names and addresses of employers, etc. It is not going to put 2020 amounts into the software. YOU are the one who will do that.
