turbo tax says I owe a penalty California Healh insurance

I belive that I do not have to pay the Californis state tax penalty because I think you do not have to pay it if you only did not have health insurance coverage for 3 months or less.  I did not have insurance for January 2023 and December 2023, but I had insurance for the 10 other months in 2023. Turbo tax says I have to pay $145. What can I do?
