Turbo Tax is asking if my employer (CITIZENS PROPERTY INSURANCE) is a state or local government? I am not sure of the answer to this question.

I am assuming that this is the Citizens Property Insurance Corporation located in Florida?

If so, the parent organization is the State of Florida for Citizens Property Insurance Corporation, so your answer would be State Government.

So list Citizens Property Insurance as STATE government then.
