I cannot install a turbotax deluxe disk. Help

I now have a Microsoft Surface and want to know how I can install TuroTax.  I received a disc as always but no longer use that computer.

I had difficulty installing Turbo Tax using windows 10.  It states that I have it installed under C:\ProgramFiles(x86)\TurboTax2019\ .  However, when I attempted to open the file I could not find it.
