Turbo Tax has prepared my federal taxes but I do not want to proceed with filing my taxes through turbo tax. Is there some kind of penalty or am I okay to not use it?

You're fine. If you haven't paid and you don't want to file, just sign out and that's that. You may get a reminder email now & then saying something like, "You need to finish your taxes." You can ignore that.
