Yes, forcing the erroneous itemizing on the federal return in order to generate the Form 8283 from the system is one way to generate Form 8283 to attach to the mailed Alabama return.
However, TurboTax Employee Expert KrisD is correct, that there is an inherent risk that the wrong Adjusted Gross Income is going to populate when this is done which will distort the Alabama tax filing further. Here is a link to Form 8283 and Form 8283 Instructions.
Alabama requires attachments for the following Federal forms:
Schedule C for reporting income from a personally owned business.
Schedule F for reporting income from farming.
Form 2106 for claiming employee business expenses.
Form 3903 for claiming moving expenses.
Form 4684 for reporting casualty and theft losses.
Form 4797 for reporting sale of business property.
Form 6252 for reporting installment sale income.
Form 8283 for reporting noncash contributions.

Even when you itemize on the Federal and the 8283 populates, it still not available for the state of AL.
I did my taxes last weekend and played around with the figures so I could itemize on the Federal before actually doing mine correctly.
Bottom line, the 8283 will NOT pull over to the state of Alabama even though it populates on the Federal. That is my grip with Turbo Tax. Why not correct the software so the form will pull for the state of Alabama? Once again, I had to print my state return and mail it. Thanks
For what it's worth, this is STILL an issue in the 2021 tax forms for my State (California). Using the standard deduction on the Federal return but itemizing the State creates this problem. TurboTax populates the 8283 but fails to attach it to the State return. It forces you to print your State return, print form 8283 and mail it in.
If Turbo Tax can create the form, attaching it to the State return should be an EASY programming step.

When I completed my taxes for 2021 of course the form was still not available for Alabama. I capped my donations (not cash) at less than $500 because it is a pain to print all the forms and mail them in. I always donate a lot of clothing, shoes, electronics, etc. each year to a local charity which exceeds the value of $500. I agree, it should be an easy programming step. I called year before last and talked to numerous people and asked if Turbo Tax planned to update the software, but no one had any idea. :(
Since you are an AL resident, a couple of things. One, not a great solution but a solution so you can e-file AL correctly. File the federal return and wait for it to be accepted. Save a copy of your return. Then go back into your return and select that you want to itemize on the federal so the program shifts the federal to itemize and creates the AL forms you need. Then you can e-file AL.
Two, the AL deadline this year is Oct 17 due to the law changes in Feb. You may be affected by the changes and may want to wait or amend later if it affects you.

An automatic six-month extension is granted until October 17, 2022, for 2021 individual income tax returns. However, there is no extension for payments.
Since Alabama requires a copy of the Federal return to accompany the state return, it's possible that an itemized Federal return will produce a different AGI than one with the standard deduction. Each state has their own rules, but here's the reply I got from the Alabama Dept. of Revenue Help Desk when I emailed them with this question in January 2020 (addresses redacted):
Yes. The AL DOR will ask for documentation, if you are chosen, and they process the response pretty quickly. You never know when the fed or state will ask for something or what it may be. AL does a great job working with the taxpayer and processing information. Always keep a personal copy of your return and be ready to share.
