Phone support is not provided with the Free Edition.  If you are using a paid version of the software or if you purchased PLUS you can get phone support when customer support is there.  Otherwise, post your question here and someone will try to help.

I didn’t realize that Turbo tax charge $50 for state tax filing. I didn’t even get any refund from state. I never had to pay turbo for statetax filing in past. I meant to use the free edition. How can I get a refund

Preparation of a state tax return is only free with the Free Edition. If that is the version you used in the past, that is why it was free. If your tax return has any form in it other than form 1040, you must use the Deluxe or higher versions to complete your tax return.  Just because you are not getting a state refund does not mean you are not required to file a state tax return.
