I only have foreign income and after I filled in all of my details, it just said Not Eligible for Electronic Filing

I live and work aboard, have no W-2 from I filled in all of my details in TT and it just say since there are fill lines in form 1040 are zero so I am Not Eligible for Electronic Filing. What should I do.

Please note that you must pay any tax due by April 15 or interest will be charged starting from April 15.

When I try to compete my filing, it states that "Form 8959 is not available...", but it doesn't give me a way to resolve that or any other explanation.
