Another suggestion---take the steps necessary to procure an ID. If you do not have a drivers license then get a state ID. This will not be the only time the lack of identification could cause problems for you, so fix the problem. And...since banks or check cashing places will not just "cash" a check for someone with no ID, consider opening an actual bank account to which you could deposit your refund check, wait for it to clear, and then access the funds.
States provide non-driver's IDs if you don't/can't drive.
Not sure, but maybe passport or greencard could work?
