There is something wrong with finalizing my state return it wont let me finish or highlight the boxes correctly.

The reason is some forms are not finalized yet, so you can't file.  The IRS finalizes the forms first, then the Turbo Tax software gets updated.  Many state forms aren't available yet either.  The IRS will not be accepting tax returns until January 29, 2018.  Please click on the following links for forms availability:
