1099 - R Who is 'payer'?

I have a 1099-R. The benefits are handled by a Trust Company, but the benefit is through a former employer. Who should be the 'Payer', the Trust Co or my former employer?

The payer is in the "Payers Name" box on the 1099-R form that you received.
