If you qualify for EIC/EITC (earned income credit), the IRS will not start releasing refunds for those types of returns until February 15, which means you may not receive it until the week of February 27.

The IRS is required by law to delay refunds claiming EIC or the Additional Child Tax Credit (but not the regular credit). Your friend is either not claiming these credits, or the IRS broke the law by paying his refund early. Either way, it's out of Turbotax's hands at this point.
