Why do I have an insurance penalty when it was stopped by the president?

The ACA is part of the US tax code and has not been repealed or changed for tax year 2017 and 2018.  If you did not health care insurance in 2017 and did not have an exemption then you will have to pay the shared responsibility payment penalty.

The penalty for not having health insurance will be reduced to 0 (zero) after December 31, 2018
