I used frank.forgione solution. Zero out the numbers pulled in from last year in the underpayment penalty section. Form 2210 not included in return. IRS just accepted my return.
Can confirm this works. Using online version in underpayment penalty section, just set 2017 taxes to 0. Everything else you can leave the same. Thank you!
I also used myactuary's method on the Windows desktop version. Override box IIa then save your return and 2210 will vanish from the list of forms. Do not then try to delete the form or it will be recreated with box IIa checked. My return was just accepted after being rejected twice.
Using the PC Download version. Was having the same issues as everyone else here and tried frank.forgione method this morning and it worked - my e-filed return was accepted. On the PC version, go to the "Federal Taxes" tab, select "Other Tax Situations", go to the "Underpayment penalties" section and update the 2017 Tax Liability for 2210 from [whatever number] to $0. Run the Smart Check and Form 2210 should be removed from the return. Good luck!

After you save -- form 2210 should not appear on the list of forms (it has been deleted and should stay deleted)." Do not try to DELETE the form or it will be recreated with box IIa checked. My return was just accepted after being rejected yesterday.
Additional note: After saving, I confirmed on the print preview copy that Form 2210 was gone and tried to resubmit. The program did NOT show a transmission confirmation and almost instantly the program showed it was rejected. Since the transmission was not confirmed, I believe the rejection message was because of the initial rejection. When I went through the e-file process again I immediately got the transmission confirmation and within 10 minutes had the IRS acceptance. Thanks myactuary for a solution that did not require me to edit the 2017 information!
