Yes, your child born in 2017 qualifies as your dependent and for the Child Tax credit and the Earned Income tax credit.

A child born anytime during 2017 is considered as having lived with you the whole year. You should edit her info in the My Info section to indicate that he/she has lived with you the whole year.
