Tax filing

My brother is trying to file his 2022 tax return and the irs is asking for his 2021 agi even though he never filed for 2021. There is an agi on the irs website but when he enters it for confirmation it’s rejected for being incorrect. He already tried putting it as 0 and it still rejected his return. If he wanted to file his 2021 tax return would he have to mail it in? Could he still follow the prompts and just print off the finished documents for the 2021 return and submit it?

If he never filed he has no AGI.  He needs to mark that he never filed in TurboTax and it will skip the AGI question.

If he never filed, he would have no AGI so he could he needs to mark that on his tax return so it will proceed without needing that information as taxlady28 stated above.
