Hello I would like to file my state taxes by printing and it is asking me to pay $45. I haven't even started my home state only did one state we don't reside in.

We cannot tell what software you are using. If you are using online you have to pay the same fee for each state whether you e-file or print and mail it. The fee is for using the software. Each state is a separate fee.
If you are using desktop software that included one state program, any additional states are an extra fee of $45 per state program. And....you can print and mail them for the cost of a stamp, but with desktop software there will always be an extra fee to e-file a state return---even for the first one.
I am using Desktop TurboTax Deluxe software. I have always used it and never had to pay to do them only if I wanted to e-file them.
If you download a second state program you have to pay for it. How many state programs have you downloaded?
I'm not downloading any I paid for the disc.
@nmspencer86 When you use the CD you still have to "download" the state programs. And you get ONE state program for the state of your choosing. If you need another different state you have to pay for it.
Our TurboTax Basic, Deluxe, Premier, and Home & Business CD/download software lets you prepare and paper-file as many state returns as you want.
However, it only lets you e-file returns for up to three different states for each federal return you prepare. The remainder will need to be paper-filed.
If e-filing multiple states is important to you, look into TurboTax Online; it lets you e-file and/or paper file up to five state returns per federal return.
Tip: When preparing multiple state returns for the same taxpayer(s), we recommend preparing the nonresident and part-year state return(s) before preparing the resident state.
That is referring to filing as many returns for the SAME state as you need to. If you use desktop software you can e-file up to five federal and you can e-file state returns with them if you choose to. You will pay $25 each time you e-file a state return. Any more than five federal returns have to be filed by mail---and if those federal returns are for a user who needs to file a state return their state also has to be mailed.
If you need a second state---a different state from the one you used originally----you have to pay for it. Period.
If you do not want to pay for the second state software program then explore your options on the state tax website. Maybe you can file it for free on the state's own site or at least get the paper forms and prepare them by hand.
