This year (2023) I had a solar battery installed. I already have solar panels that were installed in 2016. I received a hefty tax rebate for those. With my battery it doesn't seem like I get the same deal. I'm using the turbo tax desktop version and it wants to give me credits but because I am retired and have no tax burden (I already get a refund for all the tax I pay each year) they give me nothing for the battery and roll the credits over to next year (which I won't get then either). I was hoping to use the tax rebate to help pay for the battery, but correct me if I'm wrong, it now looks like I don't get anything.

If you do not have any tax liability then the credit cannot be used on the 2023 tax return. It will continue to carryforward until tax year 2034.
