Since Obamacare was ruled unconstitutional does that mean those who were fined by it will be refunded their money?

Very good question. Unfortunately, Congress has not addressed the issue. For now, all we know is that this (2018) will be the last year for the penalty. We will have to wait until next year to see what the new law will be.
