Should I sign, date, and mail my IL-8453 to Illinois? The Turbo Tax insturctions say to sign and date it, but the page itself has a large water mark saying DO NOT MAIL.

that form is only for electronic return originators (those organizations or people who prepare and e-file returns for others). it is not used by taxpayers who prepare their own returns with apps like Turbotax.  Even for those that must prepare one, Il doesn't want it unless requested.
