1099-G are issued for other things besides unemployment.   Federal, state, or local governments file 1099-Gs if they made payments of:

  • Unemployment compensation.
  • State or local income tax refunds, credits, or offsets.
  • Reemployment trade adjustment assistance (RTAA) payments.
  • Taxable grants.
  • Agricultural payments.

They also file this form if they received payments on a Commodity Credit Corporation (CCC) loan.    If you don't think you should have received the form because you did not receive any of those types of income, contact the issuer - the state that issued it, and inquire as to why.    If it was a fraudulent payment, they will be able to direct you in the right direction.
