I am using TurboTax Basic 2019. It shows a column for what were my 2018 credits/deductions. I have around $3800 in Sales Tax in the 2018 column. It shows $0 in the column for 2019. Why?

You can deduct state and local sales taxes in place of your state's income taxes paid, if the sales taxes are greater. Did you pay (generally through withholding) state income taxes in 2019?
Did you go through the Itemized Deductions, looking for the screen where you enter the sales tax rate for your state and city? TurboTax knows only the sales tax for your state, not for your city. Hence, unless you enter the combined sales tax rate, TurboTax will have either the wrong number or no number at all.
Please do a Search (upper right) on sales tax, and click on the jump-to link. Then "Continue" with sales tax.
