My primary residence for 2021 was in FL with no state income taxes. I moved back to my second home in NC in August and changed my address to NC. When I took my RMD distribution in Nov., Fidelity used my NC address and deducted NC taxes. How do I get credit for these taxes since I don't plan to file a NC return?

if you don't file in NC you won't get the taxes withheld back assuming you're entitled to them.
The short answer is that you can't get "credit" for the state tax withheld unless you file a state tax return. You can deduct the taxes withheld as an itemized deduction, if you are one of the few people who can itemize.
When you say that you changed your address to NC, do you just mean temporarily, or did you move back to NC?
If you have no intention of changing your residency to NC, you can file a non-resident NC return and get the state taxes refunded.
If you moved back to NC and changed your address, driver's license, voter's registration, etc., you have established residency in NC and should file a part year resident return.
