The short answer is that you can't get "credit" for the state tax withheld unless you file a state tax return. You can deduct the taxes withheld as an itemized deduction, if you are one of the few people who can itemize. 

 

When you say that you changed your address to NC, do you just mean temporarily, or did you move back to NC?

 

If you have no intention of changing your residency to NC, you can file a non-resident NC return and get the state taxes refunded. 

 

If you moved back to NC and changed your address, driver's license, voter's registration, etc., you have established residency in NC and should file a part year resident return.
