On Turbotax, I prefer to review a hard copy of the tax return before submitting it. Please confirm that I can use the following sequence: prepare the return, pay for the return, print the return, review the return, edit the return (if needed), print the revision, submit the return.

Yes that’s how it works. A d you should review it before filing.
Before filing, You can preview the 1040 or print the whole return

Your sequence is absolutely what has to be done.

I did not reread your reply by the time I got to printing. Unfortunately, I did not follow your link but only remembered the pay/print/revise sequence. So, I incorrectly, paid and printed the return but could not go back and edit it. I vaguely recall clicking a button "I am done". I am guessing that when that button is pressed, the return cannot be modified. I suggest that TurboTax add a comment at that button like "To print your return and possibly revise it, go to Tools/Printing before pressing "I am done"". That approach seems like an easy add and would make filing (and possibly correcting) the return much easier.
WHen you print the return, then turbotax assumes you are finished, (unless they have made some improvements in this area.
to resume working on your tax return , use the bizarre command trick "Add a state".
there is no "I'm not done!" button.
