How do I even get Form 568? It hasn't been included in any of my returns for the past two years and I don't see it in my current return either? When I open up forms on the desktop version and type in 568 in the search, nothing comes up. WTF?

That is only working in TurboTax 2020. I've never been presented with that question or screen or anything in 2018 or 2019.
If I have to file by paper, why do I need to request a e-file waiver?

Note that for TurboTax 2022 it is possible to e-file the form 568 for SMLLCs. Therefore this thread may no longer be relevant.
California requires LLCs to file form 568 electronically and has required this for several years. The waiver is to allow you to file a paper version and essentially waives you from the e-filing requirement. But see above - it may be possible to e-file your form 568 for last year's taxes.
