Return completed, no errors found, will not transmit forms. says no federal form that pairs with state form. or, update needed. HELP?

If you're on a PC, open TurboTax and select Check for Updates from the Online menu near the top. On a Mac, simply quit and reopen TurboTax. If there are any updates, you'll be prompted to download them.

ran update says turbo tax up to date, still won't allow transmit.  says federal return not available.
