I arrived to US on April 1st 2018 as a J1 scholar. On November 1st 2019 I changed to H1B. I'm not sure whether I'm resident or non-resident alien? Can I use TurboTax? I hope someone can clarify ...

You are a nonresident until you meet the Substantial Presence Test under your H1B visa. So, for 2019 you must file Form 1040NR.
See IRS Publication 519 at this link for information on the Substantial Presence Test.
Note that TurboTax cannot file a Form 1040NR, but SprintTax is a software that can file a Form 1040-NR.
