Residency for college application

I live in WA state but own an investment condo for which I rent to my sister in CA. My daughter is applying to some CA schools and would like to apply as a resident to better her chances for acceptance. Is this possible based on my having a CA state tax return and property there? Or should I deed the property to her for such a situation?
