My niece is divorced and her ex-husband passed away in 2019.  My niece's daughter who was 15 last year receives a SS benefit.  she has no other income and is claimed by her mother, does my niece's daughter need to file a return?

No,  the teenage child does not need to file a tax return for the Social Security she is receiving, nor does her mother need to put it on her own tax return.   Someday when the girl gets a job or any other income, then she will need to enter the SS on her own tax return.
