What do you mean?   W-2 employees cannot deduct job-related expenses on a federal return, since the tax laws changed for 2018 and beyond.   If you are self-employed your business expenses go on your Schedule C.

Job-related expenses were eliminated as a federal deduction for W-2 employees by the tax laws that changed for 2018 and beyond.  Your state tax laws might be different in AL, AR, CA, HI, MN, NY or PA.

I want to make sure I am clear.  My expenses for my law license and CE are not allowed to be deducted if I am a W2 employee.  Is that correct?

Correct. You cannot take a deduction of expenses related to your license and CE credits if you have W-2 income.
