I do not owe any taxes but IRS website states that I should still be qualified for up to a $2,000 credit

You must have Tax liability to claim the credit.

Per IRS: If a taxpayer does not have sufficient tax liability to claim all or a portion of the credit for a taxable year, the unused amount of the credit may never be claimed.
