Why am I being charged $39.99 three times to file?

You are posting from online Deluxe.  The price is $39.99.  State software is $39.99.  If you chose to have your TurboTax fees deducted from your federal refund, there is a refund processing fee of $39.99.  You can avoid that refund processing fee by paying TT upfront with a credit card.
