E-file reject F8962-070 happens when your return is missing Form 1095-A Health Insurance Marketplace Statement. The IRS compares the information you enter on your return with what they have in their database—when something's missing or mismatched, you get rejected.
First, find your 1095-A form. If you don’t have it, sign in to your healthcare.gov account and download it. You can also wait a few days. The ACA started mailing the forms out on January 31.
Once you have your form:
What if I wasn't covered at all in 2021 through Marketplace:
First, visit your Marketplace’s website to make sure no one in your household purchased insurance through the federally-facilitated Marketplace or set up a HealthCare.gov account.
There are two reasons your return could be rejected if you weren't covered at all in 2021 through the Marketplace.
1. A form could be stuck in your return, prompting the reject.
If you have already attempted to e-file your return, but were rejected with code F8962-070, you may find that you won't be able to answer No to the question Did you receive a Form 1095-A? When you select No, TurboTax will revert your selection back to Yes. This is because Forms 1095-A and 8962 are currently included in your return.
If you don't have a 1095-A and know you won't be receiving one, you can delete the 1095-A from your return. This will also remove the 8962 and allow you to change your answer to the 1095-A question to No. Here’s how:
2. The IRS has information that someone in your household should have a 1095-A. This could be because you or a dependent had Marketplace insurance in a previous year, or because a form is stuck in your return.
If you've confirmed that no one on your return had insurance through the Marketplace for tax year 2021 but the IRS mistakenly thinks they did, it’s OK to create a Form 1095-A with minimal information in it to satisfy the IRS for e-file purposes. To do this, follow these instructions (It's important to note that if you use this workaround and it contradicts what the Marketplace has on record, then you may receive a CP2000 Notice from the IRS:)

I RECEIVED A FORM 1095B AND TURBO TAX ONLY SHOW 1095A. MY RETURN WAS REJECTED BECAUSE THERE WAS NO FORM 1095B INCLUDED IN THE FORMS.
The IRS did not reject your return because form 1095-B was not included. You actually don't need to report form 1095-B on your return.
Make sure that no one on your return received form 1095-A.
Also, it could be that you answered Yes to the question If you receive 1095-a.
Revisit that section to make sure you answered the question correctly:
I prepared my brother in law's taxes. He is on medicare and not part of the ACA marketplace. His return was rejected under the Reject code F8962-070. Any ideas how to proceed from here?
If he does not have a Form 1095-A or a Form 8962 in his return and the rejection says that it is missing, the Marketplace my have told the IRS that he applied for coverage that he did not ultimately take, or that someone on his tax return did. Please call the Marketplace and be sure they do not have a Form 1095-A on record for anyone on the return, either by name, or by social security number. Sometimes someone else puts the wrong number on their application.
If they do not, then please give us the exact reject message, so we can help determine what is causing the rejection.

To be sure any forms are deleted, when you enter the ACA section, it automatically defaults the answer to "Yes", so if we change the answer to "No" and Continue until we are back at the main Deductions and Credits screen, it will stay checked as "No".
First, be sure there is no Form 1095-A information in the ACA section. Use the trashcan icon to delete.
Then, go back and answer "No" to the question Did you receive Form 1095-A and Continue until you are back at the main screen.
It will be saved with the "No" answer for you to resubmit.
thanks for you help, Teresa. Here is the specific error message:
F8962-070 - The e-File database indicates that Form 8962 or a binary attachment with description containing "ACA Explanation" must be present in the return.
He will need to call the ACA marketplace, but I do not think his medicare situation has changed in years.
Does that specific error message help?
Teresa, I think the answer is that I never addressed the 1095 question when I prepared his tax return.
Okay, now I have changed the answer from 'nothing' to "No". Great.
Next issue is that when I go to refile his taxes, Turbo tax says that his taxes have already been filed, and 'accepted'.
When I click the "Check e-file status" box, is that real time? Because when I click it now, it says that his returns have been accepted.
Yes, it is requiring to have Form 8962 included in the return.
It could be that someone accidentally gave his social security number on their application or that the Marketplace database is just wrong for some unexplained reason.
If they do not have any record of him by name or social security number, there may be a work around. It is important to determine that first, or it the IRS will accept the e-file and then route it to research.
If you are sure he does not need it in his return , try this workaround to e-file his return with an empty Form 1095-A and 8962. There will be no credit applied to his return. The Form 1095-A detail will not be included on his return, but he will be able to e-file. The workaround is to:
