Yes, it is requiring to have Form 8962 included in the return. 
It could be that someone accidentally gave his social security number on their application or that the Marketplace database is just wrong for some unexplained reason.
If they do not have any record of him by name or social security number, there may be a work around. It is important to determine that first, or it the IRS will accept the e-file and then route it to research. 
 

If you are sure he does not need it in his return , try this workaround to e-file his return with an empty Form 1095-A and 8962.   There will be no credit applied to his return.  The Form 1095-A detail will not be included on his return, but he will be able to e-file.   The workaround is to:

 

  1. Answer Yes to the Did you get a 1095-A? question
  2. Enter 0's for the Marketplace identifier and policy number, and $1 for the January amounts
  3. Leave the remainder of the months (Feb-Dec) blank
