Refund for Past Health Insurance Penalties

So years ago under that Obama guy, I suffered health insurance penalties. I just found out from this TurboTax program that has been thankfully been gone (because fining people who could not afford it in the first place was just sinfully wrong!). So is there a way I can get those penalties I had to give him and his government back into my pocket? Every cent counts in my lives.

Unfortunately no, those penalties were valid under the tax code at the time.  The individual mandate penalty for not having health insurance was removed from the tax code after tax year 2018.
