This is crazy!  (and aggravating!) Everytime I come back, Turbo Tax adds dates everytime and now the end of March?! Its not like tax time changes every year!

No, it is not the end of March for the Form 8615.

Form 8915-B-T (for the repayment of deferred tax on Qualified Disaster Retirement Plan distributions) ≠ Form 8615

And to answer the original question.  Because the IRS is slow and understaffed.  Just be ready to file for a free extension come April which is pretty easy though it sucks having to wait for the IRS to finish their forms to be able to get your refund.

I am also waiting on this form and really need it available as soon as possible. It was supposed to be released on 2/20 then it said 2/27 and now it states 3/26. It is very frustrating that this is being pushed off.

Yes, it has been pushed off again, unfortunately.  IRS has been very slow.  The forms are not even available on the IRS website.  Check here: https://www.irs.gov/forms-pubs/about-form-8915-a-and-8915-b

    Note:

Once the form is finalized by the IRS, it has to be coded into the special language the TurboTax software uses and has to be thoroughly tested for calculations and e-filing acceptability.  IRS then has to approve it for e-file.  It always takes a little longer for a form to become available for e-file in a software program.  I hope this helps you understand the situation.

Thanks for this response, which clearly lays out the timeline for an electronic filing using this form.

My question:  Is the form now available for paper filing?

    Thanks

Today is the day I have been eagerly waiting for. We really need to file our return. I logged in on 3/26/2020 and it's still unavailable. I understand a lot has been going on buy this delay has been going on since February. Did they not know those of us that filed this form last year would need this form this year as well? If anyone has any new ETA of this form, please update. Thank you

I feel your pain, I am in the same situation.

I think people that needed to tap their retirement fund during those disasters are also folks that may need their tax returns quicker. I would think that this type of form by nature would be a top priority for IRS and Turbo Tax both to complete the process listed above.  The first thing I did this morning is look for my requested email notification from Turbo Tax, unfortunately it was not there.

Turbo Tax please expedite if at all possible, my taxes have been complete for about 2 1/2 months now, just waiting on this one form....

If form is not update by end of business day, do what I will be doing, I will file absent of the form and then I will amend down the road.  I need my refund plus the stimulus check that they are sending.  I will owe them the difference later down the road.  I tried to be patient, but this is and was abuse of power in my book.

This is rediculous, I have been waiting already two months to file my taxes and have been on hold for this form to be released. It was supposed to be released today 03/26/2020. I log in and it still says it will be ready soon. WTF !!!. Is this a Turbo Tax thing ?. We need our refunds and this **bleep** form is what is standing in my way. I have been using Turbo Tax for years. I have to look to other options for next year.

I, too have had my tax filing and refund delayed by the lack of Form 8915B-T being finalized. I just got off the phone with Texas State Representative Sheila Jackson Lee's office (Washington number is picking up), where I spoke with a staffer and requested that this problem be resolved ASAP. I recommend that each person who has this issue call their representative and request that the IRS either approve the form from last year, or finalize this year's form, so that people can finalize their taxes. They have had the opportunity to get this done since late last year. You can find your congressman at this website: https://www.house.gov/representatives/find-your-representative

The IRS has not Finalized the Form 8915-B so until that happens there is nothing TurboTax can do but wait for the IRS.  When the IRS finalizes and approves the form then TurboTax will be able to supply the form for filing.

Like many others I am also waiting for this form to file my taxes. That being said, I’m in a place financially where I could pay the full tax liability now instead of spreading it out over 3 years.

So I can go ahead and get my 2019 taxes filed would a viable option be to: amend my 2018 taxes and pay the full amount due out-of-pocket and then just remove the amounts from my 2019 taxes and file electronically? Do you think that will cause issues? I know it’s more work on my end but after 2 years of having to delay filing My taxes I don’t want to have deal with this again next year.

I want to do the same thing this is ridiculous I just didn’t know if you could do that or if it’ll mess something else up worse. I didn’t mean to check the box for 3 years.. I really wish I would’ve just paid the difference and not even filed the disaster form.

Just a place to vent i guess.... reading other comments... Suppose the delay now due to COVID-19....sorry for anyone who is getting this and suffering... my issue is i need the form to complete taxes for refund and refund is now very important then ever as we need the money to survive this economic tragedy... not just for me but for millions...

I went to tax tools and deleted all 8915 forms on file which allowed me to then efile my taxes. Also to note, this did not reduce my projected return.

It is NOT TurboTax.  It is the IRS who has not finalized the Form 8915-B for 2019.  Until the IRS finalizes the form there is Nothing that TurboTax can do.

Just so everyone knows. I filed without it on March 26th and received my tax refund today. I will do an amended return when the paperwork is finalized.
