Why does turbo tax online charge for state return when I buy the CD at costco, i get a free state copy and free federal filing fees?

TT Online and TT Desktop CD (regardless of where purchased) have different functionalities, and are priced accordingly.  TT Online is used primarily for simple return and by novice taxpayers, and provides step by step assistance.  (Not all states have a state income tax, which is why TT Online prices Federal and State separately.)

TT Online State includes free State efile.   TT CD includes State prep, but efile is extra.
