Form 8960 is not scheduled to release until Feb 7.
The reason might be because the IRS has not yet release the final instructions for the form.
The current IRS instructions for form 8960 state:
"Who Must File
Attach Form 8960 to your return if your
modified adjusted gross income (MAGI) is
greater than the applicable threshold
amount."
The MAGI for single is $125,000 and $250,000 for marred joint.
User that rule, anyone with that amount of income must include the 8960 even is the AGI is the ONLY entry on the form. It makes no difference if there was investment income or not.
However, the IRS 2018 instructions for the form still refer to the 2017 version of the form so it is not clear what the actual 2018 instructions will say once the IRS released them - waiting on the IRS to clarify. In the mean time TurboTax can only follow the existing IRS rules which is to require the form.

I had the same issue: Filing 2019 taxes online, I kept getting error messages about Form 8960 Worksheet, which prevented me from being able to e-file.
Here is the solution:
1. Save your online return documents as a .tax2019 file (tax tools, tools, save my online return)
2. Download the desktop version of TurboTax 2019 (for Mac or PC).
3. After initial download, the application may need to process a couple of updates. Once that's finished go into the desktop app and choose "File", "Open Return". Then, browse your computer for the .tax2019 file you saved in step 1.

turbotax keeps emailing me that it is done but is IS NOT FIXED!
NO, it is NOT FIXED, test it please, I still get "READY SOON" NOT fixed!!!!!!!!!!!!!!!!!!!!!!!
and every time I click "email me when the forms are ready" Turbotax emails me and says they are ready, so I update, repeat, get "not ready " message and begin again and again and again.....

According to our forms availability update page here, the form is ready.
Please log out of Turbo Tax, and clear your cookies and cache. Then log back into Turbo Tax, and try to access the form once more.

I called the TurboTax Help line. The agent told me that even though the email from TurboTax says Form 8960 is ready, the form is not ready. The next update will be on 2/11/2021. If Form 8960 is not updated then, check again on 2/18/2021.
I also called and was told it's the business version of 1040 that is not ready, and will not be done until 2/18/2021 so I should try on 2/19/2021.
