I just deleted a 1099 and re-entered it and the 8915E was loaded
Online or desktop version?
Both online and CD/download versions of TurboTax now support Form 8915-E. However, online TurboTax does not properly present the related questions for some codes in box 7 of the Form 1099-R, in particular, code B.

Mine is still not giving me any prompts to input Covid related exceptions for the 1099r. I've tried to delete/reload the form and still nothing.

If you are using the TurboTax desktop software installed on your personal computer, you will need to update the software to the latest release. Click on Online and then click on Check for Updates.
I still have that problem when you use code B on box 7 of a 1099-R. The COVID distribution question won't show up there.
In online TurboTax a workaround is needed to get around the flaw in TurboTax that prevents it from asking if the distribution is COVID-19 -related when there is a code B in box 7. Enter the Form 1099-R as is but omit the code B, enter only code 1, 2 or 7 (If box 7 has only code B, temporarily enter code 7 instead). Complete the follow-up questions, then, when you reach the Review Your 1099-R Info page, edit this 1099-R and add the code-B selection. The COVID-19-related information will remain even though you won't have access to those questions with the code B present.
I’m getting the same message. Should I e file the federal and elect to file NYS later?
It appears Cuomo is holding up the form while he deals with things.
I’m having the same problem in NY. Spoke to a turbo tax enrolled agent, they told me to wait until Nys problem resolved before filing the federal return.

No they didn’t. They said that it would eventually be resolved when NYS is capable of receiving the E File of returns affected by 8915 E
I’m getting the same message. Turbo not giving any indication of when this issue will resolve.
The 8915-E form only became available on 2/26. Bugs found probably will take several weeks to resolve.
