That does not require a 8915-E form at all.  If the error says there is a problem with that form then it probably got created by an earlier entry and has not been deleted.  I suggest deleting the 1099-R, the 8915-E , 5329 and any other form that might have been created using the method below.

 

Here's the general procedure for viewing the forms list and deleting unwanted forms, schedules, and worksheets in TurboTax Online:

  1. Open or continue your return in TurboTax.
  2. In the left menu, select Tax Tools and then Tools.
  3. In the pop-up window Tool Center, choose Delete a form.
  4. Select Delete next to the form/schedule/worksheet in the list and follow the instructions.

If you paid for the software, don't give up.  

TT needs to help you even if they screen share with you all the way through e-filing to do it.

Also, if you paid, you should have a confirmation # that you can use to activate the software even if it means deleting from your PC (including any saved files) and starting over.

To remedy this issue, Delete the State, then Delete your 1099-R.  After both are delete, go through the final review.  If any errors pop up, resolve them.  Then go back into your Federal return and re-enter in your 1099-R and answer the subsequent follow-up questions..  Once everything is good to go, then start your State return.  Everything should be good to go from here.

I know this thread was about COVID hardship withdrawals but if you did experience a hardship, my note below may also apply to you.  

If you received unemployment in 2020, don't be in a rush to file.

The most recent COVID-19 bill (expected to become law on Friday 3/12) will make some portion of UI benefits not taxable.  You can easily do a web search to find out the details (the amount) so I won't get into that here.  Of course, it will be a while before the IRS (and TT) incorporate the changes so if you can, it's probably advisable to wait.  I'm guessing that the April 15 filing date will be pushed out again this year.

I had received some UI in 2020 but e-filed my federal return 2 weeks ago.

For me, it means eventually filing an amended return.  

Amended returns are likely going to sit and as it is, my 2019 refund is still "in process."  :(

Some states, like MD, have also made recent changes to their laws concerning the taxing of unemployment benefits and we are awaiting their revised instructions.

 

Nevertheless, you can file your return now and then amend it down the road when the changes have been incorporated.  One bright spot is that you should be able to e-file your 2020 amended return.

I don't see where it asks about Covid if the money taken out from 401K due to COVID.

After entering in your 1099-R and associated follow-up questions, you'll be brought to the 1099-R Summary.  Once you continue from this point, you'll be asked to answer a few additional follow-up questions asking the reason for taking your withdrawal.  When you check the box for Covid-19, you will be asked add'l questions for qualifying under Covid-19.

 

The following screenshots will help to illustrate what you can expect to see.

Form 8915-E was only used for tax year 2020.

Form 8915-F, Qualified Disaster Retirement Plan Distributions and Retirements is scheduled to be available in TurboTax on 03/24/2022

It is now 3/24/22, and I am being informed that the 8915 forms will be available to MAIL on 3/31/22, but are "unsupported" and unable to E-File. So why the heck am I bothering with this TT service?? It's either: take an extension, or snailmail this form to IRS -- an act I hate, which is why I started on TT in the 1st place, 10 years ago. This is really beyond the pale. It is TT's responsibility to have this kind of thing FIXED by tax time -- April 12, at least!!! False advertising, people. "Intuit"?? Try "Guess."

And when mailing the 8915 forms -- do I include a 'cover letter', indicating my intimate relationship with Turbo Tax? "See truncated e-file somewhere." Ridiculous how hazy all their instructions are when they have no idea how to fix this.
